Urban housing block with community school and local amenities

The area surrounding Delflandplein is part of the renewal project for Westelijke Tuinsteden. The construction of new facilities and an improved housing stock are intended to aid the creation of a more attractive living environment, better employment opportunities and stronger social ties.

As a constituent element in this wide-ranging programme, the architectural office Paul de Ruiter designed an urban housing block containing 71 social and adaptable rental dwellings, a community school and local amenities. The L shaped building is situated on a street corner immediately to the west of Delflandplein and on the south side of a newly developed urban square. The two-storey base contains the school and amenities. This base, whose elevations are covered with wooden trelliswork that supports climbing plants, is deeper than the apartments above and also occupies part of the inner courtyard. Here, one section has three storeys in order to accommodate the school’s gymnasium. The school and some of the amenities are accessible from the street and from the inner courtyard. The courtyard also contains several green play areas surrounded by railings. A large opening in the southern part of the L allows abundant daylight into the building.

On top of the base are five storeys with apartments. The lowest four storeys have aluminium cladding. The galleries that give access to the dwellings are provided with glazed balustrades with preserved timber on the inside. The seventh and top storey is set back on the street sides, creating space for roof terraces. With a view to a healthy interior climate, considerable attention has been given to daylighting and natural ventilation. For the same reason, the building is equipped with a high-quality ventilation system.

After school hours the block is still lively because parts of this community school, such as the parents’ rooms, a ‘neighbourhood meeting space’, the kitchen and the gymnasium, are used for a wide range of activities. With its carefully designed but unemphatic architecture, the building presents itself as a promising prelude to the pleasant urban street that can evolve here when the renewal plans have been further implemented.
